Why is so hard to find an technology investor?

I have a project, a very good project. But I cant find an investor. They dont answer an email when I send my executive summary… Why is so hard??
What is the project?
1. Investors are not engineers or scientists…their only “vision” usually is motivated by greed and the short-term buck.
2. Technology has a way of becoming obsolete overnight, so is your product viable, long-term?
Too many investors got burned during the dot-com and technology craze that went on in the late 1990s and early 2000s.
